Updating the NPAF and conducting campaigns to increase the support and to raise the awareness of the Natura 2000 network management in Bulgaria

Implementation Period: October 2018 – November 2023

Contractor: Consortium “Communication for Natura 2000”, with the leading role performed by Dicon Group Ltd. (Bulgaria), in partnership with the Austrian Environment Agency (Austria) and Hotel TV Ltd. (Bulgaria).

Main Objectives of the Project:

Upgrading and raising awareness of the key aspects of implementing EU and Bulgarian Natura 2000 policies – the Natura 2000 management approach that is being introduced, as well as the role and involvement of stakeholders in the process for the development of Natura 2000 management 

  • plans and the implementation of the measures envisaged in them;
  • Increasing the capacity and the contribution of stakeholders for the attainment of the Natura 2000 objectives;
  • Improving the congruence between the measures envisaged in the NPAF and the actual funding needs.

For the achievement of these objectives, the Consortium “Communications for Natura 2000” has been contracted to perform the following project activities:

Activity 1: Elaborating a Natura 2000 Objectives Document, involving the performance of the following tasks:

  • Analysing the available scientific information on the species and natural habitats subject to Natura 2000 protection in Bulgaria;
  • Determining the priority species/natural habitats at the biogeographic level and at the Natura 2000 network level;
  • Determining the significance of each of the protected areas for the maintenance/restoration of the nature conservation status of target features;
  • Determining the priority target features that the NPAF measures should be directed to, for each protected area;
  • Determining the priority target features that the measures envisaged in the Natura 2000 management plans should be directed to, at the regional level;
  • Elaborating the Natura 2000 Objectives Document.

Activity 2: Updating the National Prioritized Action Framework (NPAF), involving the performance of the following tasks:

  • Analysing the information on the current implementation of the NPAF;
  • Updating the NPAF;
  • Conducting a consultation and coordination process with stakeholders, in order to present and discuss the Objectives Document for the updated NPAF.

Activity 3: Organising and conducting a First National Campaign on: “Supporting a Better Understanding of the Natura 2000 Management Approach in Bulgaria”, involving the organisation and implementation of:

  • a one-day national event, in three panels (presenting the legal and regulatory framework of the new approach for Natura 2000 management; presenting the responsibilities of the new National Advisory Council; presenting the Objectives Document), aimed at the stakeholders expected to participate in the National Advisory Council with the Minister for Environment and Water;
  • twenty-eight one-day regional events by regions, aimed at the stakeholders expected to participate in the Stakeholder Committees with the Governance Bodies at the regional level. A part of the events will be the presentation of the legal and regulatory framework of the new approach for Natura 2000 management and the resulting responsibilities of the Stakeholder Committees, as well as the Natura 2000 Objectives Document.

Activity 4: Organising and conducting a Second National Campaign on: “The Role and Participation of Stakeholders in the Process for the Development of Natura 2000 management plans”, involving the organisation and implementation of:

  • one national event, in three panels (key aspects in the development of regional Natura 2000 management plans; measures envisaged in the NPAF; relationship between the NPAF measures and the regional Natura 2000 management plans), aimed at the stakeholders expected to participate in the National Advisory Council with the Minister for Environment and Water;
  • twenty-eight events by regions, aimed at the stakeholders expected to participate in the Stakeholder Committees with the Governance Bodies at the regional level. A part of the events will be the presentation of the key aspects of the development of regional Natura 2000 management plans, the measures envisaged in the NPAF, and the relationship between the NPAF measures and the regional Natura 2000 management plans.

Activity 5: Organising and conducting a Third National Campaign on: “Raising Awareness and Capacity Building for Stakeholder Participation in the Process for the Implementation of the Natura 2000 Management Plans”, involving the organisation and implementation of:

  • one national event, in three panels (presenting experience and good practices for the implementation of measures on Natura 2000; explaining the funding opportunities on Natura 2000; the role of stakeholders in the process for the implementation of the regional Natura 2000 management plans), aimed at the stakeholders expected to participate in the National Advisory Council with the Minister for Environment and Water;
  • twenty-eight events by regions, aimed at the stakeholders expected to participate in the Stakeholder Committees with the Governance Bodies at the regional level. A part of the events will be the presentation of experience and good practices for the implementation of measures in Natura 2000, the funding opportunities in Natura 2000, and the role of stakeholders in the process for the implementation of the regional Natura 2000 management plans.
