Validation of the typology and classification system in Bulgaria for assessment the ecological status of surface water bodies of categories “river”, “lake” and “transitional waters”

Project’s objective:

The main objective of this assignment is related to the fulfilment of Bulgaria’s commitments for two of the key elements in the Common Implementation Strategy (CIS) for the Water Framework Directive 2000/60/EC in the process of developing the third RBMPs:

  • validating the typology of surface water bodies and the boundaries of the types from the category “river” and one type from the category “transitional waters”;
  • validating the classification system for the assessment of the ecological status and the ecological potential of surface water bodies, based on the validated typology and additional data on the status of the biological and physico-chemical quality elements.

Pursuant to the requirements of Commission Decision (EU) 2018/229, (Para. 7) “...in order to close the gaps and improve the compatibility of the intercalibration results in time for the third river basin management plans due in 2021,” (Para. 10) “…Member States should apply the results of the intercalibration exercise to their national classification systems in order to set the boundaries between high and good status and between good and moderate status for all their national types,” and (Para. 9)“… to derive their good ecological potential, taking into account their physical modifications and their associated water use.”

In order to implement these requirements, the process of validation of the typology and the classification system for the assessment of the ecological status / ecological potential in Bulgaria need to be finalised and the results to be used in the preparation of the third RBMPs, which is the main subject matter of this assignment.


Activities:
The project envisages the implementation of the following tasks and activities:

TASK 1: Validation and biological confirmation of the updated typology of the surface waters of categories “river”, “lake” and “transitional waters”        

  • Activity 1.1.: Preparing a program for validation of the typology of the surface waters of categories "river", "lake" and "transitional waters";         
  • Activity 1.2. Verification of the boundaries between the types of category "river";  
  • Activity 1.3. Verification of the typology of the lakes;        
  • Activity 1.4. Validation of the typology of water reservoirs. 

TASK 2: Validation of the classification system for the assessment of the ecological status/ecological potential of specific for Bulgaria river types and development of the classification system for “transitional waters” of river type R16”           

  • Activity 2.1. Preparing a program for validation of the classification system for assessment of the ecological status/potential for the specific for Bulgaria river types and development of classification system for river type R16 of the category “transitional waters”;
  • Activity 2.2. Sampling and data analysis for validation of the classification system. 

TASK 3: Validation of the classification system for the assessment of the ecological status/potential for the types of lakes (L1, L2, L3, L4, and L6), reservoirs (L11, L12, L13, L14, L15, L16, and L17) and development the classification system for “transitional waters” of lake types L7, L8. L9 and L10      

  • Activity 3.1. Preparing a program for validation of the classification system for assessment of the ecological status/potential for the types of lakes, reservoirs and development the classification system for “transitional waters”;
  • Activity 3.2. Sampling and data analysis for assessment the ecological status/potential;    
  • Activity 3.3. Providing data about the hydro-morphological pressures and about the modifications of the surveyed heavily modified and artificial water bodies in relation with the assessment of their ecological potential.     

TASK 4: Identification and assessment of the interrelationships “anthropogenic pressures-impacts-biotic response”           

  • Activity 4.1. Providing rationales for the applied approach and methodology, the means of implementation of the activities validation of both the typology and classification system for assessment of the ES/EP;    
  • Activity 4.2. Collecting, analysis and processing of available information;  
  • Activity 4.3. Assessment of the anthropogenic pressures and impacts; 
  • Activity 4.4. Identification of the impact of different concentrations of nutrients.

TASK 5: Determination of the capacity of water bodies to assimilate nutrient pollution

  • Activity 5.1. Development/adaptation of methodologies/models suitable for determining the capacity of different types of water bodies in Bulgaria; 
  • Activity 5.2. Selecting model objects (i.e. pilot cases) of the different types of water bodies; testing and validation of the developed/adapted methodologies.        

TASK 6: Finalizing and validating of the classification system for assessment the ecological status/ecological potential of all national types of surface water bodies

  • Activity 6.1. Preparing a program for development/validation of the classification system for assessment of the ecological status for the national types of surface water bodies;        
  • Activity 6.2. Collection, analysis and processing of the available information;        
  • Activity 6.3. Development/validation of the classification system for assessment of ecological status;       
  • Activity 6.4. Development of classification system for assessment of the ecological potential of heavily modified water bodies;   
  • Activity 6.5. Development and implementation of a system for ensuring the reliability of the results from the monitoring and assessment of the ecological status; 
  • Activity 6.6. Assistance to the Competent Authorities (RBDs) and/or EEA in specification and implementing a common approach to updating monitoring programs;         
  • Activity 6.7. Development of a proposal for determining zones for protection of economically valuable fish species;   
  • Activity 6.8. Survey of the influence of invasive species on the ecological status of the surface waters.

TASK 7: Design and development of a project geodatabase  

  • Activity 7.1. Develop a design of the final project database;
  • Activity 7.2. Develop the final project database.
