Intercalibration of the methods for analysis of biological quality elements (BQE) for the types of surface waters on the territory of Bulgaria, corresponding to certain common European types in the Geographical intercalibration groups

Project Objective:

The main purpose of the public procurement is fulfillment of the commitments of Bulgaria for participation in intercalibration process of the methods for analysis of BQE for water types of the categories "river", "lake", "coastal waters" on the territory of the country, corresponding to certain common European types in geographical intercalibration groups, as well as for determining a good ecological potential (GEP) for HMWB.

According to EU requirements, the process of intercalibration (IC) is carried out for all types of surface waters identified as common by two or more countries implementing the Water Framework Directive (WFD).

For this purpose, in 2004 the European Commission (EC) launched the so-called "Intercalibration exercise" that passes through two phases. The Ministry of environment and water has contracted a specialized expert team of the Bulgarian-Austrian Consortium “Dicon - UBA” to carry out the intercalibration of the methods for analysis of the biological quality elements (BQE) for the types of surface waters on the territory of Bulgaria, corresponding to certain common European types in the Geographical intercalibration groups.

Activities:
The project is implemented in the following three stages:

  • Stage 1: Activity 1 Preparation of a program for development and intercalibration of the methods for the analysis of BQE in categories of surface waters and application of the requirements for determining GEP;
  • Stage 2: Activity 2 Implementation of the program presented for the development and intercalibration of the methods for the analysis of BQE. Presenting the results of the process of IC to European structures (JRC, WGA ECOSTAT), obtaining of approval and launch procedure for their inclusion in the EC Decision;
  • Stage 3: Activity 3 Preparation of a guidance and a program for implementing the requirements for determining GEP.

Results and products achieved from the implementation of the project:

Stage 1: Preparation of a program for the development and intercalibration of methods for the analysis of BQE in categories of surface water and applying the requirements of GEP determining:

  • List of monitoring points for the intercalibration of surface water types and BQE;    
  • Selected indicators, metrics and methods for analysis of BQE, suitable for use in the process of intercalibration;
  • Provision of methodological assistance to finalize the process of intercalibration of methods for the analysis of BQE Macrozoobenthos and BQE Macrophytes & Sea grasses in the Black Sea GIG;
  • Identification of common types of surface waters with neighboring countries of Bulgaria, involved in the implementation of the WFD;
  • Program for development and intercalibration of the methods for analysis of BQE for the certain common European types of surface water on the territory of Bulgaria and applying the requirements for determining of GEP.

Stage 2: Implementation of the program presented for the development and intercalibration of the methods for analysis of BQE. Presenting the results of the IC process to European structures (JRC, WGA ECOSTAT), obtaining the approval and launching the procedure for their inclusion in the EC Decision;

  • Data provided for BQE and Physicochemical quality elements in the selected monitoring sites for the intercalibration of methods for the analysis of BQE;
  • Developed methods for the analysis of the following BQE:
    • Macrozoobenthos and fish in the types of category "lake";
    • All BQE in the Danube River.
  • Adapted methods for analysis of the following BQE:
    • Macrophytes and Phytoplankton in the types of "lake" category;
    • Fish in the rivers of the types of Ecoregion 12;
    • All BQE for type sub-Mediterranean drying rivers.
  • Provided data for the anthropogenic pressure in the selected monitoring sites;
  • Achieved statistical accuracy and reliability of the results for BQE needed for successful intercalibration;
  • Defined / validated values ​​for BQE and supporting elements for quality, meeting the
  • reference conditions and MEP, and the other 4 levels of classification system for ecological status of surface water type;
  • Participation in the Black Sea GIG, East-continental GIG and Cross GIG for Large rivers;
  • Use of database of GIG with completed IC process;
  • Successful intercalibration of the methods for analysis of BQE within the common types by categories "river", "lake" and "coastal waters".

Stage 3: Preparation of a Guidance and a program for implementing the requirements for determining GEP and preparation of a final report on the implementation of the public procurement:

  • Prepared a Guidance and a program for implementing the requirements for determining GEP.
  • Submitted a final report on the implementation of the public procurement.
