Organizing and conducting a training visit in a European Union member-state and four training courses in Bulgaria

Project Objective:

The main purpose of the project is to contribute to the strengthening of the capacity of the executive authorities and the fire safety and civil protection bodies for management, coordination and control in cases of disasters, fires and emergencies on the territory of the Republic of Bulgaria.

The specific objectives of the project include:

  • Specific objective 1: Increasing tha capacity of the executive authority bodies – representatives of regional and municipal administrations for management, coordination and control in cases of disasters, fires and emergencies;
  • Specific objective 2: Capacity building for the fire safety and civil protection bodies – the first to react and responsible for the execution of operational and rescue activities, as well as for eliminating consequences of natural disasters, fires and emergencies;
  • Specific objective 3: Optimization of joint activities of the executive authority and GDFSCP-MoI for more effective coordination, management and execution of operational activities in cases of disasters and emergency situations.

The target group of the project includes more than 4,000 employees of the central, regional and municipal administrations with functions in the field of management, coordination and control in conducting operational activities for coping with natural disasters, fires and emergencies.


The main activities of the project include organization and conducting of the following types of trainings:

  • Training 1: Organizing a 5-day training visit in an EU member state for exchange of experience and good practices.
  • Training 2: Organizing trainings for trainers in the two priority fields.
  • Training 3: Organizing trainings for the management level staff of GDFSCP-MoI and representatives of the regional and municipal administrations.
  • Training 4: Trainings for the executive staff of GDFSCP-MoI.
  • Training 5: Joint simulation trainings for the management and executive staff of GDFSCP-MoI.


The project is implemented in four phases:

  • Phase 1: Preparatory, includes developing of comparative analysis of the EU member-states practices and experience in the field of planning, coordination and control in cases of disasters and emergencies; developing a stakeholder involvement strategy; developing training materials and programs and conducting trainings of type 1 and 2.
  • Phase 2: Implementation, includes selection of participants and conducting trainings of type 3 and 4.
  • Phase 3: Concluding, includes conducting trainings of type 5 and preparing an overall assessment of the trainings conducted.
  • Phase 4: Working with stakeholders, during the entire execution of the public procurement.


Results of the public procurement implementation:

  • Training visit of 4 trainers from the Montana Training Center in a EU member-state for exchange of experience and good practices in the field of trainings conducting on management, coordination and control in cases of disasters, fires and emergencies is conducted;  
  • Opportunities to apply the positive European experience and good practices in the field of management, coordination and control in coping with disasters, fires and emergencies in the activity of the fire safety and civil protection bodies on a  national and regional level are provided;  
  • Learning methodologies, as well as content and materials for conducting 3 specialized trainings of the management and executive staff of GDFSCP-MoI and representatives of the regional and municipal administrations, as well as 2 trainings for trainers are developed;
  • 2 trainings for trainers in the fields “Management, coordination and control in cases of disasters, fires and emergencies” for management staff of GDFSCP-MoI and representatives of the regional and municipal administrations and “Management and control in cases of disasters, fires and emergencies, on the site of the accident” are organized and conducted;
  • 56 employees of GDFSCP-MoIrepresentatives of Regional Directorates FSCP are successfully trained in the two fields above;
  • Training for management staff of GDFSCP-MoI and representatives of the regional and municipal administrations for “Management, coordination and control in cases of disasters, fires and emergencies” is organized and conducted; 1 372 employees are successfully trained;
  • Training for the executive staff of GDFSCP-MoI for “Management and control in cases of disasters, fires and emergencies, on the site of the accident ” is organized and conducted; 2 562 employees are successfully trained;
  • Joint simulation trainings for the management and executive body of GDFSCP-MoI, as well as for the representatives of regional and municipal administrations are organized and conducted; 100 employees are successfully trained;
  • Capacity of the executive authority bodies – representatives of regional and municipal administrations, as well as fire safety and civil protection bodies, for management, coordination and control in cases of disasters, fires and emergencies is increased.
