Project “Organization and Conduction of Trainings for Regional and Local Authorities”

The main objective of the Assignment is better absorption of Structural Funds and Cohesion Fund (SCF) through strengthening the capacity of the regional and local authorities (RLA).

The Assignment has two main activities:

  • Organization and conduction of trainings for trainers on six themes: legal issues; financial issues; publicity and information; project management; Objective 3 of the EU Cohesion Policy - European Territorial Cooperation, including European Grouping for Territorial Cooperation; public-private partnership;
  • Organization and conduction of 144 trainings on the territory of the whole country for regional and local authorities' experts on cross-cutting issues in the context of Structural Funds and Cohesion Fund absorption, in the frame of the Programmes under Objective 3 of the Cohesion policy "European Territorial Cooperation", for European Grouping for Territorial Cooperation and Public-Private Partnership.

The trainings are conducted in six specialized training modules, as follows: legal issues; financial issues; publicity and information; project management; Objective 3 of the EU Cohesion Policy - European Territorial Cooperation, including European Grouping for Territorial Cooperation; public-private partnership.

Dicon Group’s team is entirely responsible for the organization and management of the six training modules, and provides expertise as conducting the modules of financial issues; project management; objective 3 of the Cohesion Policy; public-private partnership.

Implementation:

In its capacity of leading partner, Dicon Group is committed to the overall management and organization of the assignment-related activities, implementation monitoring, satisfaction analysis, coordination and communication with the Contracting Authority and stakeholders.

The work starts with a comprehensive analysis of the training needs, expectations and interests of the regional and local authorities concerning each of the foreseen training modules.

As a result of Activity 1, 36 trainers, representatives of the local and regional authorities, are trained in February 2011. The trainers have been selected through a specific procedure elaborated to ensure the adequate selection of local experts covering the areas of the six training modules. Furthermore, the building of trainers’ capacity is ensured also by their direct involvement as guest presenters in the trainings conducted under Activity 2.

The training sessions on Activity 2 are organized in three seasons - spring 2011, autumn 2011 and winter 2012. Activity 2 includes 144 trainings for 2,880 representatives of the regional and local authorities.

Direct communication and individual approach towards each trainee is the key to the successful results and a guarantee of the service quality and beneficiaries’ satisfaction. To ensure the adequate analysis of the satisfaction level, Dicon Group’s team has elaborated a detailed methodology for evaluation of the satisfaction and progress of each training module.
